I think there are a couple factors at play here. First, the initial shock at seeing something you never, ever see. Secondly, there's the electrically charged 'third rail' and not everyone knows where that rail is. I'm sure a lot of people think that if you were to jump anywhere down there, you'd be toast. If this had happened at say, a train station, he'd have been helped immediately.

Something similiar happened here in Vancouver a week ago. This was about 3 stations from my house.

Metro - Man dragged 70 feet by SkyTrain
