But why do you think it's a bigger issue?

The blame is invariably placed on teachers and there's an insinuation that there's a plethora of 'bad' teachers.

When we receive bad service due to a corporations's statutes do we blame the company or do we blame the person over the phone? Being the person over the phone a number times, I can tell you, it's usually the person over the phone being blamed. People don't think of the larger context.

Not bigger than any one other issue, just bigger then what some think. IMO giving lifetime tenure to people intrusted to essentially help mold your childrens futures seems stupid to me. How many teachers in the US? What percentage of them are bad? How many are middle of the road or mediocre? Now how many of them have lifetime job, short of murdering someone? It's not that simple or cut and dry but it is an issue.
