southwest
they all have a good chance of making the playoffs and are somewhat close in talent
southeast second, they can all make the playoffs but the gap between Heat and Wiz is big

I went with the Northwest.

Save for Minnesota, Utah, OKC, Portland and even Denver are all hard match ups.

They were one of the two I was thinking of also. 4 playoff teams right there if Denver keeps Melo one more year. But I went with Southeast in the end. Heat are great. Magic are a top 3 team in the East. Hawks are probably the 5th best team in the East. Then you got Washington/Bobcats who might sneak in the playoffs themselves(one of them).

I chose Southeast, but Atlantic and Pacific would be the toughest for any team not named LA or Boston there head over heels the rest of the compition even Central with Chicago, but theres still a couple of unknowns with the division.

NW - the SE is easy to win if your Miami.

It seems you could interpret this question two ways: First, which division has the best quality teams competing against each other for the division title? Or, on the other hand, you could view it as asking which division has the most parity?

As others have mentioned, I think the South East division has the best quality of teams, since it could potentially have 3 of the top 5 seeds from the Eastern conference, including the teams with the top 2 records in their conference (I think Miami and Orlando could both win 58+ games). However, I think most would agree the Northwest and the Southwest have greater parity.

So, Miami might win their division by more than 5 games, but they also will likely have to surpass a higher quality team (Orlando) than anyone else faces.

It depends how one interprets the phrase "hardest division to win".
