The NBA Referee Operations Department regularly distributes Points of Emphasis memos to referees that discuss instructions concerning game rules and their enforcement. In an ongoing effort to ensure that teams are up to date on these instructions, these memos, which were previously sent only to the officiating staff, have also been distributed to NBA teams since the start of the 2013-14 season. Beginning today, the memos will be shared on NBA.com/official and Media Central as an opportunity to inform the media and fans of these points of emphasis. The topic of the most recent memo was Verticality. That memo, along with all of the memos issued since the beginning of this season, can be viewed here.

How about an emphasis on flopping? It's still a huge issue and it's not being addressed. All they need to do is adopt the euro rules of having 2 free throws and the ball back when it's determined that a player flopped, and that'll essentially get rid of flopping from the NBA.

My first thought as I was beginning to read the memo about players turning sideways was how Valanciunas does that all the time....and then of course they use Valanciunas as an example of a player that does it.

I find it interesting that a secondary defender inside the restricted area needs to be jumping to be considered vertical. Not sure if I totally agree with that, but I understand it.

is that perhaps to protect offensive players from landing on guys camped out under the rim? or maybe just to stop teams from camping huge guys there and blocking access to the rim?

Yeah I think you're right that it's to protect players who are camped under the rim and reinforces the whole idea of having the restricted area in the first place where to draw a charge you need to be outside of it. But what if you're Chuck Hayes and you can only jump an inch in the first place. Still leads to interpretation by the official on whether somebody is considered in the air. There are reasonable plays where a defender can be straight up within the restricted area, not be air born and not commit a foul. Happens quite a bit on offensive rebounds.
