Early proposal but you could see where they're going with this stance:

The only CBA proposal offered by the owners thus far -- with 3 months to go before the current agreement expires -- calls for a hard salary cap of $45 million. If existing contracts are grandfathered, or exempted from cap calculations if the league adopts a franchise tag, that could make up some of the difference. But those discussions can only be had if the National Basketball Players Association agrees to a hard cap. Coming out of the most recent bargaining session at All-Star weekend, such a system remains a deal-breaker for the players.

Under current rules, teams that are over the cap can only improve through the draft, through trades in which they send out almost as much salary as they get back and by going further over the cap by signing players with the bi-annual and mid-level exceptions. In a hard-cap world, neither of those exceptions would exist. Without knowing what the new rules will be, it's difficult to imagine how the Heat are going to add missing pieces to the Big Three's supporting cast without trading one of the Big Three.

"If there's no midlevel, they're stuck," one rival executive said. "They're done."
Taking away the midlevel woul be huge. Teams like LA wouldn't be able to restock that easily.

Like 'trane said, that would be awesome, but I can't see it happening at all. The players would reject that in two seconds. I don't want a lockout but with offers like that, it will happen. It will be sad not being able to watch NBA for a year or however long it takes

If they're working towards a hard cap and franchise tag, and we can land another top pick without having to sit through another abysmal season, I'm all for a lock out.

do we know for a fact that this is how the draft(s) will shake down in the case of a lockout? If so, I'm on board for a lockout too.

Like any negotiation, the owners have come in with a low ball starting point.

They are hoping the players return with a $65 mill hard cap. What they really want is the hard cap. Deciding what the number is, will be secondary.

i am all for a hard cap.
Too many teams with all the talent. Same old teams every year in the playoffs.
It will look more like the NHL if they have the hard cap.

65-70 Mil hard cap would be okay, I doubt the players would accept anything less then 80 though.

The Heat really only have themselves to blame. Even if the numbers weren't known ahead of time, it was obvious the cap wasn't going to stretch in the case of a lockout.

Look at a team like Chicago. They added a nice piece in Carlos Boozer, made themselves a contender, and managed to stay under the cap positioning themselves nicely to maintain that championship core going forward. Miami? They're stuck with two and a half guys on massive contracts, with no financial flexibility to surround those two and a half guys with championship role players.

The most interesting thing for me will be watching how the league helps the Miamis and LAs of the league make the transition into the new era. Something has to give with Miami. The sad thing is I think the league will make exceptions to the new CBA to make the Heat's life easier going forward, when the Heat should have seen it all coming in the first place.
