It rehashes a lot of what he's gone over before, but yeah - it's good. Everytime I think of that stuff, it makes me think that Stern should hand the reigns over to someone new.

One thing he doesn't touch on is how the luxury tax ends up rewarding teams that just decide to never go anywhere, and then end up as a farm system of sorts as well as conduits to trades that allow the already strong teams to make ridiculously good deals in return for salary relief where too often a guy gets bought out and goes back to the strong team in question. If the tax system isn't completely broken, then I think it's far too close to being so.
