Sounds like one of the opening salvos in the upcoming CBA negotiations. If they can split the players up according to those who want the mega bucks, and those who want their jobs (the vets nearing retirement and maybe getting pushed into retirement early, and the younger raw players looking for the years to develop into something) then it gives the owners a chip to use.
