It is simply because he signed a vet min. When a team is over the salary cap, they can offer a player more than the vet min in 2 ways:

1) If the team owns the player's bird rights they can go over the salary cap when offering either an extension or resigning that particular player.

2) All teams at season's end are given either both the mid-level exception and mini mid-level exception or just the mini mid-level exception depending on whether or not they are over the salary cap. If a team is under they get both, if over they only get the mini.

You can constantly keep signing players to vet min deals, as their is no rule against it.

If Bynum truly understands his role and stays healthy then this could be a really great signing for them.
