The tax apron is a new mechanism in the new CBA. There are now 4 tiers of teams - teams with cap space (salary below the cap), teams that are capped out (above the cap, below the tax threshold), tax teams (above the tax threshold and below the apron) and tax apron teams (salary above the tax apron).

The apron is basically a buffer for teams entering the tax - if you enter the tax, not only do you have to pay a bunch of money, but theoretically, you also lose a bunch of flexibility - the full MLE is supposed to be for non-tax teams, same for the bi-annual exception, same for sign-and-trades. But this places a lot at that cliff where teams can go from 1 dollar under the tax to one dollar over and lose all of that at once. So a buffer of 4 million dollars above the tax threshold was put in place to allow teams to venture into the tax without losing all those other abilities.

So if a team stays below the apron (about 76 M this year), they are free to use the full MLE, and the bi-annual exception, and sign-and-trades. If they at any point go over the apron, they cannot use those things, and are stuck with only the tax-payer's MLE (shorter and smaller contract). Similarly, if a team uses one of these capabilities, such as the full MLE, they are effectively hard-capped at the apron; they cannot go over it until the next off-season.

Whaaaaaaaat? Didn't know the bi-annual worked the same way; I never noticed that in Coon. Although I guess it makes sense, since they want to keep the high tax payers from having resources to get more players making above the minimum.

Man alive, keep missing stuff. Remember the note I made earlier that since Q-Rich signed a multi-year deal, he is not a "vet minimum exception" and as such counts as his full minimum amount rather than the 2-year amount? What I missed in calculating this TPE, is that in trades, he still counts as a minimum deal (just not a 2-year vet minimum deal), and can be excluded from incoming salary.

As such, the TPE is bigger, and much more useful, at around 2.62M (allowing 2.72 M absorbed).

Not really. Just a couple more things I've excluded for simplicity or forgot about. But definitely read this. At least the first part.

First, the Raptors are hardcapped! This one I forgot about. See, they received Richardson in a sign and trade from the Knicks to make the Bargnani trade work. Since they received a player in a S+T, they cannot breach the apron this year. So I've been putting in notes like "or, if they decide to use the tax-payer MLE..." for no good reason - no longer an option!

Second, and much less interestingly, the calculation for tax purposes is a little different form the calculation for cap purposes (and the tax calc determines if the team is over the apron). Specifically, any player making less than the 2 year vet minimum counts at the full 2 year vet minimum for tax purposes. There are also other differences that don't impact the Raps right now. Since I now realize we are hardcapped, the apron amount is really important, so I'll have to keep two separate totals. See below.

2013-14:

In a buyout, only the remaining guaranteed money is considered, so if we waive him now, the 2nd and 3rd years aren't even considered. For all extents and purposes he is on a 1 year deal.

I guess we can always buy him out, there's no rush and it's not like he's a problem player.

He might stick around to the deadline to be used as salary ballast in a bigger trade, as an expiring.

Difference between him and Camby is there is no chance we get a discount on QRich's buyout, since he will never get signed again (in all likelihood). So may as well keep him unless we really need the roster slot.

He gets to decide after the year is up, so it depends. If he has a down year, he'll almost certainly exercise his player option and stay to raise his value for the year after. If he has even a decent season, I'd expect him to opt out and try for a 4 or 5 year deal for the security. Lose-lose for the Raps, as they either end up in a bidding war for his services (wherein they overpay him or lose him for nothing) or they are stuck with him for another year at 19 M coming off a year where he has hurt his trade value.

This is a tentative update. Doug Smith reports that the total cash savings of the Camby buyout was about $2 M. They could technically re-jig his contract during negotiations to rearrange the guarantees on his deal, but since there's been no indication of that yet, I'll assume that 2 M is spread out in the (4.4:1) pattern of his guarantee. Sham appears to be in process of updating one team at a time, so when he hits the Raps I'll have another update with confirmed salaries for several players (Hansbrough, Augustin, Camby's buyout). Probably in the next week or so.

2013-14:
