Let me see if I understand this. With 7 players signed through the 09-10 season, we have only $12,926,629 to spend on 5 players just to meet the minimum roster size? I assume we will pick up Jawai's option so that will become $12,190,209 for 4 players. Then if Joey picks up his player option, its $8,749,105 for 3 players? How the hell can we afford to keep Marion?

we have marion's bird rights so we can sign him above the cap. doing so would trigger the mle, which gives us another $5.8 mil to spend. whether we keep him or trade him in the end, signing marion actually gives us more flexibility and talent going into next year.

The cap limit applies to signing free agents that the Raptors don't have exceptions for. So your partially right. Without the exceptions they'd be stuck with approx 13 million to sign 6-8 players. They do have exceptions that allow them to go over the cap though. The most important 2 being the Bird exception and the MLE mid-level exception.

The Bird exception applies to any player that's been under contract for 3 years or more. For the Raptors that's Marion, Parker and Joey. It allows the team with his rights to sign him even if they go above cap to do it. Up until he signs a new contract the 2008-09 salary counts (with a pre-determined raise percentage) against the Raptors 2009-10 cap so they can't use the 13 million you mentioned to go sign free agents from other teams.

The MLE exception allows teams to sign 1 or more free agents from another team as long as they only spend 5.8 mil total. So they could sign 2 players, one for 3 mil and one for 2.8 mil or any other combination they choose. We're hoping BC can find a decent starting number 2 for the full 5.8 mil MLE.

Basically the MLE allows teams to bring in some new talent even if they are over cap. It's difficult to get players though because every team can offer the same MLE amount.

Their are several other cap exceptions. The key ones are listed in the 1st post.

We know from past history that the Raptors are willing to go over cap up to the luxury tax threshold (71 million) so they actually have about 25.5 million to spend.

Question - how does a team earn the right to sign a player under the MLE? I know the Raptors have had the MLE some years and have not had it other years.

the team has to be over the cap at the beginning of the offseason.

from wikipedia: "A team is allowed to sign one player to a contract equal to the average NBA salary, even if the team is over the salary cap already, or if the signing would put them over the cap. This is known as the Mid-level exception (MLE). The MLE may be used on an individual free agent or split among multiple free agents, and is available to any team that exceeds the salary cap at the beginning of the offseason. "

Your free to trust whoever you want. I won't trust it unless it's an official site, even Sham admits he's not 100% accurate.

I'll review the figures and correct were needed. Other then a couple salaries that are off by $1 either way. The following are the main differences.
Quote:
Shawn Marion (cap hold) $19,261,200
Sham used the 10+ max salary to determine cap since the bird max percentage wouldn't apply which is fine. I wasn't
sure which limit applied and it doesn't really mean a whole lot so I'll update to $19,261,200

Quote:
Joey Graham (cap hold) $7,347,552
Correct. My mistake, had him completing his 3rd year. This is his 4th.

Quote:
Marcus Banks $4,553,793
Correct.

Quote:
Kris Humphries $2,900,000
Appears to be incorrect. Use $3,200,000

Quote:
Patrick O'Bryant $855,189
Correct.

Quote:
Carlos Delfino (cap hold) $5,604,423
(q. offer $2,744,299)
Primoz Brezec (cap hold) $5,500,000
Pape Sow (cap hold) $1,489,102
Uros Slokar (cap hold) $495,262
Correct. I didn't include cap holds carrying over from prior years. Not that they mean much except for Delfino's they can be rescinded any time.

Quote:
Jake Voskuhl (cap hold) $957,097
Who knows... I see different salaries all over the place. I'll go with Shams for cap purposes since it's the highest.

Quote:
Pops Mensah-Bonsu (cap hold) $1,000,497 (if restricted)
$853,820 (if unrestricted)
Still researching. Not sure how they came up with these figures.

Quote:
First rounder (cap hold) between $2,258,800 for the 8th pick, and $1,471,900 for the 14
Left draft cap hold out because it's indefinate at this time. Will add at end of season.

Are we allowed to resign Marion, putting us over the cap, and sign a free agent without the MLE?

Better question: Are we allowed to sign a free agent first using the 12M something we have in cap space, then resign Marion and Parker using their bird rights putting us over the cap, then sign another free agent with MLE?

Raptors can resign Marion, and then use various exceptions to sign other players. Raptors would not be able to sign free agents without using an exception.

No.

Raptors could rescind their rights to pretty much all of Marion, Parker, Graham, Delfino and others freeing up the 12 million to sign free agents but then would have no Cap exceptions to resign the rescinded players. I'm sure MLSE would love this because they'd save millions.

to elaborate on shooch's insight there, marion's value after the end of this year is a cap hoild, and it counts against our cap until we re-sign him or relinquish his bird rights. same with ap. so, nope.

So we basically can't sign any "big name" free agents and hope to keep Marion at the same time?

Not likely. Something could happen through trades or the Raptors could get lucky in the draft and pick someone decent.

If you look at the options they can...

1) Sign Marion, Parker (as 6th man in), get a SG for the $5.8mil MidLevel Exception, sign someone for the $2mil Bi-annual Exception (I think they have it this year), sign their draft picks and try to trade some high cost benchwarmers (Banks, Kapono) for whatever they can get.

- or -

2) Clear as much space as possible under the cap, which could be up to $22 mil if BC can clear Banks and Kapono and rescind all the other player exceptions. This would result in the team losing their Bi-Annual, Mid-Level and any Traded Player exceptions they have. Then sign 2 starters for whatever cap space they have and finally fill in the bench using draft pick exceptions and minimum salary player exemptions.

The 2nd route could be the way to go if BC can clear Banks and Kapono. If he could free up more then $20 mil he could end up signing Marion and another free agent both under the cap. The bench wouldn't have much depth though. Just Hump, Roko and the draft pic. The rest would be minimum salary bench warmers.

Overall I'd go with option 1. The starters are competitive. They just need a replacement for parker and better bench defense/scoring. Humps return should help. Resigning Parker as 6th man would help. Signing Delfino too would pretty much put them into 40-50 win territory barring any serious injuries.

Starters: Jose - #2 - Marion - Bosh - Andre
Bench: Parker - Delfino - Hump - Roko - draft pick - Joey - Pops

Looks a ton better then this season.
