It's because most of the FA's out there have draft restrictions out there (ie, if you sign a player that was tendered, you would have to forfeit some of your draft selections - and in a lot of cases, it's 1st, 2nd and 3rd round selections). If it were truly unrestricted, I'm sure Daniel Snyder and Jerry Jones would have went buckwild.

you get Marshall for a first round pick or Jackson for 1st and 3rd, could be worth it
some players aren't
I think new management has to do with not overspending and the Cowboys have a restriction on getting free agents, something like they can only sign (in dollar amount) what they lost due to free agency

As a Denver fan I'm excited.

A sixth rounder, a conditional pick in 2012 and a fullback for a young arm that doesn't have to come in and start right away.

funny thing is Cleavland gave up on Quinn so they can now draft a QB from Notre Dame (same school), with almost the same skill set as him

The Eagles will not owe the Saints any compensation for signing Bell, who shared time with Pierre Thomas and Reggie Bush in New Orleans' backfield last season. Bell had 654 rushing yards and five touchdowns, and he averaged 3.8 yards per carry.
