Toronto Mayor David Miller unveiled a budget yesterday that will hike homeowner taxes by 4 per cent. But the impact of hidden increases more than doubles the pain, say opposition councilors.


The budget doesn't acknowledge the rise in water bills, for example – they're going up 9 per cent this year – and the new vehicle registration and garbage collection fees are also starting to bite, he said.


On an average home assessed at $387,000, the hike translates into an $89 increase in the tax bill – which the mayor says works out to about a quarter a day.

"We're asking people who are in a different position, who are employed, to pay around 25 cents a day to make sure that we freeze TTC fares, that we build a great city, and that we help the most vulnerable," Miller told reporters yesterday.

"The worst thing we could possibly do is to start cutting city services," he said, arguing that people depend on public services like libraries.

"If you start cutting city services because of an overreaction to a recession, you make things far worse."

Councillor Karen Stintz (Ward 16, Eglinton-Lawrence) insisted that the "cumulative impacts of the increases of this administration this year alone are in fact $395 on the average home." Here's her breakdown of the increase:

* Water rate increase $47.
* Vehicle tax (assuming 1.5 cars) $90.
* Garbage fees (medium bin) $133.
* Pet licence for a cat or dog, $25.
* Shift in tax burden from business to residential, $11.
* Property tax increase, $89.

Miller is a jackass!!!! Since property values have now decreased how do you justify a raise in property tax?

Yeppers...just renewed my license and was surprised to see an extra "random" $50 added to the bill. WTF?? The first $70 is just a tax grab for the sticker in the first place.

4% adds $120 to my bill as well.

They inch everything up so slow so that no one gets really annoyed.

I have a real problem with them charging us for the fuckin' garbage bins. There was nothing wrong with the bins I had before, which I went out and bought at Home fuckin' Depot.

Geeessh in Markham they give you the bins, 2 blue ones for recycling and a green one for compost and you take care of buying your own garbage cans.

that would bring in all the money the govt needs.

Have you ever seen the Casino they have at the ex every summer?

The city does have a casino...somewhat.. it's Woodbine.

It could have been much, much worse though (ie making certain roads toll roads.. DVP/Gardiner..)

I'd say toll roads would be the way to go. People commute here to take advantage of the city in order to make a living, and then go off to the burbs where they don't contribute at all. It's very inefficient in terms of energy use as well.

the problem is that all of the service industry's downtown like restaurants, bars, etc will get destroyed if they tolled the major highways (DVP, etc).
no one would want to go downtown anymore. and that would effect the economy even more.

i'm telling you guys.... spend millions on a major casino.
not a shit hole like the ex...
and the money will eventually pour in.

The Casino is a decent idea - like a full scale one. Problem is - where do you build it?
Montreal has one, Windsor has one - and it has helped both of those cities.

But Insider is right - if you toll the roads, you can expect lighter crowds downtown. Businesses would suffer.

property taxes would go up to build it and suicide rates would become astronomical. not a good idea, especially during an 'economical crisis'.

Firstly,

A deep investigation into governement contracts would need to be done. See how many contracts are given to favoured parties and at what cost . Alot of the big contractors out there get favourable contracts because of their clout.

Secondly, toll roads wouldn't be that bad, specifically on the Gardiner. Not an outrageous amount. Something simple, like 2 dollars (total) from say Islington to Spadina and addition 3 dollars (total) from Spadina to the 401 (DVP). It's not outrageous and really, it's the same cost of a Tim Hortons coffee or Starbucks coffee.

Thirdly, actually go after people with unfined ticket offenses. There are thousands across Toronto who refuse to pay them, even when obviously guilty. Place a fee of 10% interest for every month after the due date an collect the fees.

Tolls would clog the roads something terrible.

I agree that it's the spending that needs ivestigating.

imagin the DVP with a toll booth.... you guys think its horrible now? that would be a disaster.

It would probably be the way of the 407 with the transponders. But then again, it would clog up other city streets into the city - Avenue, Bathurst, Yonge...people would find ways around it.

I mean, who really uses the 407 Readily? I use it like once or twice a year at most.

i live right on Yonge/407, so i pretty much jump on/off that baby all the time.
i fly on that sucker.... its almost always empty.

I use the 407 whenever I travel into Toronto. I love the 407.

NYC has tolls surrounding it, it's worked for them, they're not that congested, but of course a 407 idea would be more practical.

Also, having something ridiculously low, like 3 cents/km would still inject cash flow into the city while not bankrupting others.
