Justice Charles Hackland's eagerly awaited decision in a conflict of interest case was handed down at 10 a.m. Monday at a downtown courthouse.

Ford had been accused of violating council's conflict guidelines after he spoke to and voted on whether to accept an Integrity Commissioner's report critical of how he raised funds for his football charity last February.

Integrity Commissioner Janet Leiper had ordered Ford to repay $3,000.

Council voted with Ford to reject the report but a private citizen then complained Ford should not have spoken or cast a ballot on the issue.

Hackland could have found Ford didn't violate the guidelines - or that the infringement wasn't significant enough to warrant removal from office.

Instead he becomes the first Toronto mayor to be removed from office. It's expected he will appeal the ruling.

Sunday would have marked two years to the day since Ford was sworn in as mayor, after defeating former deputy premier George Smitherman in the 2010 civic election.

edit - i'm going to retract what i wrote here. bjjs is probably right, albeit exaggerated and still to be proven. with all that i dislike about ford, he's never used his office for personal financial gain.

It's not about his financial gain. That's what makes him such a good puppet for those who are seeking financial gain. He's the cheapest whore imaginable, and in the best sense of the word to those looking for a whore in office.

This probably doesn't happen if there wasn't such a terrible lack of oversight in the past, particularly with regard to the computer services contract. But it's to this city's credit that laws and oversight are in place to completely eliminate corrupt practices whereby those with money exert power to gain more money at the expense of the citizens taking part in what should be a democratic process. The fact that Ford refuses to acknowledge the importance of abiding by such laws and oversight is a big problem. It doesn't make him personally immoral or unethical, but it does make him a very bad person to be running the city, as his willful blindness allows for unethical behavior, and it's hard to imagine that his candidacy was not backed for that reason to some extent at least.

municipal politics has always been about glad-handing and whoring to your base. ford is on the bad end of that stuff, as far as i'm concerned, but he's not that much different than the rest. i agree that he is a bad person to be running the city, and i think he's an idiot, but i don't think he's the kind of guy that steals public money. both are bad, but the thief is worse than the blustery moron.

I agree. I just think it's a bit of apples and oranges. You can be a thief that as fallen from grace, and that is quite different from a puppet that has not had an ounce of grace to begin with. Ford has been a mayor in name only. People fed up with a garbage strike elected a big piece of garbage.

I think when he was voted in, I said on this very forum that he was a know-nothing populist. I just didn't think the failure would be quite this epic on his part, and rather expected the impact on Toronto citizens to be more negative. I'm not a Torontonian but I follow the news and the general read I get is that he was extraordinarily foolhardy and his anti-government, anti-intellectual stance manifested itself as not knowing how to ethically work in a government position.

Has his mayorship resulted in drastically bad policy changes? Or has he just behaved unethically, been a general buffoon, and made an enemy out of city council?

I would say his mayorship, through his attempt at the bluntest means of pushing things through, has spurred on a greater sense of active citizenship, which means just the lightest sense, since people were so inclined to see themselves as mere taxpayers first and foremost. Now people have some idea of how easily they could be manipulated by just being told the bottom line was being served and they would save money as taxpayers. And the idea of looking at what kind of city people want beyond a bare-bones infrastructure means something. There has also been a recognition of the progress of the previous councils, as slow as it might have been, as being relatively substantial. And in preserving that progress against the mayor's wishes, this council might be able to move things forward from less ideologically entrenched positions. My biggest concern is that all of this hullabaloo now will cause trench digging all over again. But as long as there is as much concern over cuts as there is over taxes, I think the way the city works could come out ahead of where it might have been with a slick sleaze bag like Smitherman in office instead of the windbag that didn't have the skill to make sheer bullying align with the populist sentiments he was selling.
