All of those scenarios are wastes.
Playoff experience for Val, DD, Ross, etc. is invaluable and, therefore, not a waste. Depending on the team's record and how they perform in the playoffs could also make Toronto more enticing for future free agents to sign with the Raptors. Lowry's value is driven up if he has a great season, making sign-and-trade scenarios more plausible and, thus, the Raptors
still get some assets in return.
I'm not for nor against the idea of a tank; I'm just showing that there are pros and cons to both scenarios.
