Yeah, that's right. But it's more than that.
First, to generate a TPE: The trade must have more money going out than coming back, and there must only be one player going out. So, since we sent Bargs
and nothing else to the Knicks, when we took back less salary, we generated a TPE in the deal. If we'd sent Bargs
and Acy, for example, there would have been no TPE generated. (Teams can sometimes wiggle the finances around to still generate a TPE in a multi-player trade, but I'm keeping this example simple.)
Second, to use a TPE: You can absorb a player with a TPE, but cannot combine the TPE with the value of another outgoing player. So you can "trade" the TPE for a player, but not TPE+player for a higher paid player.
