No, it depends on the players. Ross and Davis for example are probably underrated. The reason being that they did not arrive with the same type of hype as high school superstar Demar Derozan or Valanciunas with a year of build up. Ross has never been a worse prospect than Bradley Beal or Harrison Barnes, all 3 guys are jumpshot first players who haven't adjusted to the NBA line yet and Ross is arguably the best athlete of the 3. Yet if the Raps had gotten Beal or Barnes last draft they'd have been treated like saviours and future superstars. Mainly because Chad Ford said it was OK to treat Beal and Barnes as top 5 pick caliber players but not OK to feel Ross was a top 10. The amount of hype Barnes would've gotten this summer from the media and fans if the Raps had picked 7th and taken him would have been staggering despite the fact that taking him over Drummond fits all the criticisms of taking Ross over Drummond (not enough upside/not another jumpshooter/etc.), frankly it's probably a good thing we lost that coin toss because BC would've been selling kool-aid like a 10 year old on a 35 celsius day about how he set the Raptors up for greatness with his Barnes/Valanciunas combo, probably enough to get extended
