You could say it's about basketball IQ, or you could say it is about experience (which I'd say is more accurate). He's still a young player and the reasons for his struggles are obvious. Fewer possessions, fewer fastbreaks, less sets with him curling off a screen for the mid-range shot or drive to the basket. As the article notes, he's not a great dribbler or passer yet, so it will take him time to adjust to a different offense, but I think he can.
On defense, again, it takes time. I'm not sure that I really see the lack of effort that Chisholm argues for.
