Yes they can. The best NFL players don't have to dribble the ball as the move like the average NBA guard is required to do. And 'strength' is a completely different measurement that 'athleticism.' A person can be strong but not athletic (ie- an old farmer), much like a person can be athletic but not strong at all (ie- a highschool basketball player).
You can be fat & still find plenty of work in the NFL, usually on the defensive squads. This isn't plausible in the NBA. The only GM's who pretend this isn't true are Bryan Colangelo & Ed Stefanski in their love for Reggie Evans.
