Contraction would be a possibility but that's easier said than done.
The Hornets aren't a problem because they are already owned by the league but the Kings aren't up for sale so you can't force an ownership group to contract if they still want to keep hold of their team.
Yes, they are bleeding money in bad markets like New Orleans. But I think it has more to do with New Orleans being a horrible market for the NBA. If you put them in a better market with a strong fan base like Seattle, they would be profitable assuming a new building goes up. They have a small payroll so profitability wouldn't be a problem, especially with a favorable cba for the owners most likely coming up.
