Two reasons for that:

1) The Shaq & Kobe Lakers were loaded with three point shooters, and Shaq parted defenses like Moses did the Red Sea. No need for Kobe to develop one. No one on the Raptors draws that sort of attention, and defenses are starting to key in on DeMar. This team needs a long-range threat from the wing. Badly.

2)Kobe was the most dynamic guy going to the rim in the league, and didn't really need a consistent th ree point shot to get his game off. Not until he aged a bit. DeMar is athletic, but he isn't as dynamic as Kobe was. Not even close.
