But under the league's arcane salary cap, that $21 million doesn't equal $21 million to spend on other free agents. Because the
Raptors will be over the salary cap – which will be made official on July 8 – they can only re-sign their own free agents or use them in sign-and-trade transactions. They can't, for instance, say they won't re-sign their own players and then spend the money on new players.
