I completely disagree, offensive rebounding depends a lot on what kind of players you have on your team. If you look at the list of top offensive rebounders, none of the players in the top 5 have a reliable (if at all) jump shot. These players are forced to play near the basket, since they are useless if they leave the paint.
In the top 15, only 4 players are good jump shooters, and two of them (Gasol and Yao) are very tall (7.2 or more), the other two are CB4 and Aldridge. The vast majority of the top offensive rebounders are either playing close to the basket, either very tall, or they are energy guys.
